Welcome to Lake Victoria North Water Services Board

Lake Victoria North Water Services Board (LVNWSB) is one of the eight Water Services Boards established under the Water Act 2002 section 51(2), as part of the reforms in the water sector with the mandate of ensuring efficient and economical provision of water and sewerage services within their respective areas of jurisdiction. The Board was established in March 2004 vide gazette notice no. 1717.   

The Board contracts, monitors and enforces agreements with Water Service Providers (WSPs), in accordance with regulations set by the Water Services Regulatory Board (WASREB).

Direct provision of water and sanitation services is however undertaken by Water Service Providers (WSPs) who are the Board’s agents. However, in the event that for either economic or social reasons it is not possible to establish a WSP, the Board is mandated to undertake service provision.

Vihiga County is set to benefit from major water and sanitation programme targeting improvements for Water Supply and Sanitation Services in the greater Vihiga County and the neighboring Kisumu County – Maseno University.

The proposed gravity system shall cover the entire Vihiga cluster, mainly the area of coverage of Amatsi Water Services Company Limited (AWASCO) including Maseno, Mbale, Kaimosi,Sosiani and Vihiga Water supplies which currently serves about 30,912 people and its targeted to improve service to the schemes and serve about 60% of the total households in the schemes’ service areas.

Currently, the three schemes (Mbale, Maseno, Kaimosi) have pumping stations for the conveyance of water whose sources are rivers have full treatment plants while Sosiani and Vihiga draw their water from protected spring and therefore have partial treatment that involves nominal chlorine dosing.

The new project proposes to incorporate pumping machines and controls in all the schemes to improve efficiency, increase capacity and reduce operational costs. In addition, the water tanks shall be constructed for all the supplies to enable improved storage. The project also has a metering component in all the Schemes to help in reduction of Non-revenue water, and therefore realize improved and sustainable service delivery. The project also proposes an alternative system, the hydropower generation in three water supplies (Mbale, Maseno and Kaimosi) to supplement the power system during supply interruptions and breakdowns.

It has earmarked rehabilitation works for Mbale, Maseno and Kaimosi Water Supply systems. Works targeted in the programme include rehabilitation of electromechanical systems, new hydro turbines as appropriate and increase in storage facilities and distribution lines.

The Programme shall be financed partly through a loan and a grant from the Belgium government at a cost of KShs. 1.5 billion. All the preliminary financing agreements have been done and only awaiting approvals and rolling out of the programme, which is expected to in the course of the year.
